Find country of this IP

Sorry for my english, it's not my mother tongue.

Hi, I would like to find to country of this IP : 38.99.180.181

I would like make a complaint to the police against this IP (for very serious things).

I have make some search, but I don't find exacly the country of this IP ; some time I found Washington DC in United-States, and other time I found Toronto in Canada.

Can you help me, please?

Im not sure what to do in terms of finding it, but you should be sure to do it quick.

Its most likely to be a dynamic IP address so it will change in a few days.

But maybe the police could track it back, i dont know.

Most likely it is from the USA, that ISP listed has that range assigned to them.

Use traceroute. The names of the routers through which packets flow from your [or any] host to the host with the given IP address might hint at the geographical path which the packets follow, and at the final destination's physical location.

Depends on what ya call serious. I myself had some issues with what they were doing. it was child porn. i called and emailed a govorment agent.
the email went to http://www.fbi.gov/
another option is your provider for direction.
If its a retaliation, i would forget that and look at other options.

They can still contact the ISP and find out who they leased that IP too.
