Flickering even after adjustment

I just got a cheap LCD monitor and so far it is working good. It is a Sony SDM-M51D. I first went to sony's website and downloaded the driver. I also downloaded a little helpful utility that will get you to adjust it right. I used that utility and adjusted everything. But, there are still lines flickering. Like when I go to my bookmarks there are small little lines going through it. Do you think it could be my outlet or I still haven't adjusted enough?

It is a DVI to VGA cable. Let me try getting some compressed air and try blowing it in the cable socket.

Sorry to keep posting. I have a wifi card in my desktop and the antenna is right next to the monitor. Could that be causing it? Also, the interference only gets really bad when I move my cursor. Could it be my outlet, I do not have a surge protector.:D
