Flickering even after adjustment

I just got a cheap LCD monitor and so far it is working good. It is a Sony SDM-M51D. I first went to sony's website and downloaded the driver. I also downloaded a little helpful utility that will get you to adjust it right. I used that utility and adjusted everything. But, there are still lines flickering. Like when I go to my bookmarks there are small little lines going through it. Do you think it could be my outlet or I still haven't adjusted enough?

It is a DVI to VGA cable. Let me try getting some compressed air and try blowing it in the cable socket.

Still flickering. It probably is the cable. Oh well, it is not too annoying for now.

Sorry to keep posting. I have a wifi card in my desktop and the antenna is right next to the monitor. Could that be causing it? Also, the interference only gets really bad when I move my cursor. Could it be my outlet, I do not have a surge protector.
