Getting rid of encryption

Dunno if this should go in security but oh well.

So basically, I had this windows encrypted file on my computer and when I backed up all my files for my format and re-install, I forgot to take it off.
So I have my external HDD, the encrypted file is there but I cannot open it. I go into properties and security and tell it to give me full control, but no joy.

So I ask, does anyone know of a way to get me to be able to access my file?

If anyone and any computer could unencrypted the file, that would make encryption a little pointless. Wouldn't it?

How was the file encrypted? I've used TrueCrypt before and it works like a charm to encrypt. You simply decrypt it by entering the pass key. Did you use Bitlocker? Is it software encryption or hardware?
