Graphic card problem

Hey I have recentally built a new pc but the graphics card fan only seems to turn on very rarely and the card is getting very hot even when im just browsing the internet.

It is a red dragon rx 460 2gb gddr5
The mother board is MSI Z170-A PRO

That's not uncommon.

What's your definition of very hot? A lot of them are designed to have low fan profiles until the card starts getting up around 70-80C
