So one pass is 320 x 240 and the next pass is the same to make 640 x 480?

You talking about variable bitrate which doesn't have anything to do with resolution as far as I can tell. I found a wiki that might clear things up for you.

Your question is definitely confusing. To me it sounds like you are talking about a 2-pass conversion to say xViD. It could also be you are talking about interlaced video.

More details needed whatever the question is!
