how can i speed up windows 7/vista at the "Shutting down..." point?

hello,

i have an dual boot installed. (windows 7/vista)

and one or both are slow if i restart or shut down the system.

speed of closing all of the running tasks is OK but at the screen with "< blue ring > Shutting down..." it will taking very long. whats the reason it's so slow?

is there an possibility to speed it up?

any solutions are welcome.

i have Vista installed as second on a 41GB by-me-created partition and i using Vista more than 7 'cause 7 is crashing many times (sometimes at startup, when i click the Start button, when i right-click somewhere at the Desktop, ...) and my mother and sister don't have to lose 7 and their all saved data. (that's why i created that Vista-partition)

that moment slowness at that point was already before i installed Vista.
