Internet Lag Spike Source

I have yet to find the source of a ping spike on my computer.

I am hooked directly up to the internet through my router.
During earlier times of the day there is no lag.
I've disabled my wireless network to no avail.
I have setup a heavy firewall with my router.
The lag spike goes from 30ms ping to 500+ on all servers.

Anybody have any ideas?
Could it be my horrible ISP? (supposed to have 10mb bandwidth)
What program is used to see incoming connections?

You can also verify the speed by doing a test at speedtest.net This will show you if your are truly getting the speeds the ISP claims. Also what type of service do you have?

It is not about RAW speed when choosing a ISP, ask them for latencies. You can have 10mb Download and crappy pings.
