Internet Socket Problems

Starting about a day or two ago, I have been having problems connecting to websites, programs that require internet access, etc. because of 'socket' and 'buffer' errors.

For example, this:
"Unable to establish a connection to socket: No buffer space is available. The socket cannot be created/connected."

From what I've read, it's supposed to be an issue only if your using a firewall/router, and don't have certain ports and port ranges open. But I'm not using a firewall or a router, and haven't been for awhile now. As a last resort, I was thinking of reformatting later to see if that would change anything.

Please post if you have any ideas.

It appears to be a buffer space related issue not a blocked port issue, in other words clear the internet cookies, delete all temporary internet files, delete internet history, and if that fails then try changing the paging file size; 'controlpanel>system>advanced>performance>settings>advanced>virtualmemory>change'
