Internet traffic restriction policy

I've just learned the reason why I'm having problems with my smartphone (e.g. choppy YouTube streaming or slow downloading apps) is that my carrier, Cricket, restricts how much internet usage you can have.

Is this common practice among ISPs?

Yes. Very. Especially here in Australia. It's either data caps and slow speed or excess charges after your allotted usage for mobile web.

Sprint is the only carrier that doesn't limit your data/web usage.

The usage I'm allotted is 1 Gb/mo.

I've heard in the past, with respect to computer users, that only heavy users were restricted. Does this work differently for cell phone users?

It depends on what you're on. Your carrier, your plan (prepaid, contract, etc) and stuff.
