Low FPS What to change?

Here is what I have and I would like to spend around 200 max to get my fps from 7 to 60 in world of warcraft.

Windows 7 64 Bit

Intel Core 2 Duo E8400

8 gb RAM

ATI Radeon HD 4300/4500 Series

I Imagine that it must be the video card but if anyone thinks its the CPu I would be grateful for explanations.

You must be using onboard video and thats the issue. A HD7770 should be enough for you. What are the rest of your specs?

Is this a store bought pc or a custom built pc?

What motherboard and power supply do you have?

GPU is ATI Radeon 4300/4500 Series
Mobo is ASUSTeK Computer INC. P5QL/EPU Rev X.0x (PCI E 2.0) x16 DDR2
it was custom built around 2.5 years ago
