I recently had the hard drive replaced on my toshiba Laptop nad once I tried to recover using the recovery disk I got an error message about 96% done. I tries a retail copy of XP thinking it was the recovery CD with out luck I was still getting tons of error messages. The problem tha I'm having now is tha it turns on and off repeatedly every 2 sec interval so it obviously doesn't boot up. Does anyone know what could cause this? Maybe a faulty power switch?

if its the hard drive you replaced I would think that its the boot device, then an error pops up but it restarts so fast you don't notice it. I wouldn't say a bad start-up switch unless when you unplug it and take the battery out then but the battery in without pressing the power button it still trys to restart. Have you tried a zero-fill format?
