PCI W2K problems

I have the BIOS
02/10/2000-693-596-W977E-P6BAT-APC-00
I don't know the motherboard name.
Possibly everything worked fine with the W98 for previous owner
Now I am trying to use Windows 2000.
The network and sound PCI cards have the right drivers succesfully
installed without any problems detected by OS,
but they don't work until I disable-enable them via control panel
of Windows 2000.

Every booting the OS tells that everything is OK, but the network
and sound PCI cards do nothing until disable-enable.

I found the name of mobo, P6BAT-A+ V2.0 / V2.2 Elitegroup,
then
1) downloaded the VIA chipset driver and CMI8738 driver from Elitegroup,
2) installed VIA chipset driver - no changes
3) removed PCI audio card and installed driver for onboard CMI8738 - sound and network started to work normally
