remotely switch ip providers

i am in mexico and have telmex fiber for internet and it is great, when it`s on. i also have starlink, which is also good and more reliable but not as fast upload.i have a dvr and cameras to keep an eye on things when i`m not here , but when telmex goes down , no bueno. is there any way to remotely switch the dvr to starlink and vice versa?thanks for any help

What kind of router do you have?

The main limitation is that starlink uses CGNAT, unless you are comfortable using IPv6 there's not a 'good' way to poke a hole 'in' to your Starlink connection unless something is initiated out first.

Have them both on, 2 separate wifi systems. Telmex is primary, starlink wifi is backup.
Separating your wifi makes it a gigantic hassle. You can easily use the same wifi and automate the failover for your WAN edge. OP was asking about remote reachability, which is challenging unless they use IPv6 or some kind of tunneling mechanism like Zerotier that will overcome CGNAT on Starlink in order to view their cams.
