Always use Window's firewall, and always make sure you connect through a router that has built0in security measures. Get a good anti-virus program (*not* Symantec) and keep it up to date, and scan weekly. make sure Windows Update is turned on and updates are automatically downloaded and installed.
And the best step to take is...be smart while on-line. Meaning, don't click on popup adds, stay away from questionable sites, never give any account/password information, and don't open email links or web page downloads if you don't know what they are and who they're from.
