Weird Graphics

I am completely stripping a friends computer, and I have just installed windows, and I'm getting in the display area only 4 colors and only a resolution of 640X480. Now keep in mind i have re-done tons of computers, but i cannot figure out whats wrong with this one? is it a problem with the graphics card, drivers, or did something get screwed up during the installation of windows.

Any information would be greatly appreciated.

Did you install the Video drivers? You need to update all the drivers. Chipset/Video/Sound/Lan. and so on.
