What Defines Rare>

Hello i am having a little argument with my brotyher about rare video games, and i was wondering what makes a game rare, i told him that Futurma is rare for ps2 in NTSC fiormat he says its not rare because you can find 5 copies on the enitre interent, 2 of which are complete.

Then i asked him what makes a game rare, and he said when you can find a game 1 a month. ex Secret of Mana 2 (extremely rare, and rare to find, of course its a japanese game but there were a few copies translated.

so what makes a game rare?

people usually relate "rare" to how hard it is to get one, and if you find it, how much people are charging for it.

ok lets think SNES, is
Chrono Trigger Rare? you can get alot on ebay but they sell for alot of money
same with Final Fantasy 7 for playstation, or are these jsut expensive not rare?

Here is an example of a game i know that can be called rare
Final Fight Guy for snes
there are 2 on Ebay, one is a buy it not for 350US and its complete,
the other one is an auction for 50US like 1 days left, with cartridge and box only
