What to look for

I'm looking to up my speakers, but as im looking at differnet speakers i realized i have no idea what im looking for, i know i want 5.1 speakers and for under about 40 bucks but when it comes to wattage and all that i have no clue. Can somone tell me what is the most important thing im looking at in speakers?!

Hmmm, you'll probably want to buy them off a well respected company... So you'll be looking at more than $40 to be honest...

am i going to need to buy a 5.1 sound card if i want to use all the speakers?

to get the sound quality u want, yes u will need the 5.1 sound card.
