What is the Best Processor That this motherboard can use?

Probably the one it has in it stock. With a Celeron motherboard, there isn't a whole lot you can do.

I know someone who bought an E-machines W3650. Specifications are listed at the website below:

What is the best processor that this motherboard could be upgraded to?

i started out with an e-machines and slowly built it into the machine I am using today. none of the original parts remain. IIRC whenever i tried to update my CPU using the e-machines motherboard, the computer wasn't having it at ALL. i got every type of error message imaginable and the install of vista that came with the machine was made invalid. to fix the problem i had to buy a third party motherboard which is the only I am using now. once I popped the new motherboard in, I just had to call Microsoft and verify a series of numbers to get my OS back to being verified. whenever I added a new hard drive to my system, the same problem happened. everything I added with the exception of RAM and accessories (like mice and keyboards) tripped the computer out and forced me to go through a fiasco that usually lasted a few hours. eventually i said to hell with e-machines, and replaced every single part that came with that PC. case, RAM, harddrives, OS, everything. long story short, if you are wanting to upgrade your machine, do not buy from a major manufacturer because they have protection built in against that sort of thing. they would rather you spend 1000 dollars on an entirely new machine than to do the logical thing and upgrade it part by part

I was personally disappointed he did not talk to me first before buying this computer. I could have built him something decent for about $300 (what he spent on this system). I think Gateway and E-machines are the worst original equipment manufacturers out there.

So there is no way that a video card could even be added to this system without causing it to go haywire?

Celeron 440 goes into LGA775; with luck, the mobo will support Core2Duo (at least some models), but we can't tell without knowing the specific model number of the mobo (the specs page doesn't tell, or if it does I can't see it).

As for a video card, the mobo does have a PCI-e x16 slot (according to the specs you linked), I can't see why you couldn't add a video card. Just remember, stock cases may not take high-performance cards solely because of their size, and it's highly unlikely that you could get one without upgrading your PSU anyway. Something like Radeon 4670 would be an excellent option; it's a great low-power performer and those things don't even cost too much.
