if your running windows vista premium or ultimate i know for a fact you can run Windows Dream Scene which will animate almsot anything.

you can have music videos or movies as your wallpaper(no sound)

Dream Scene is a extra addon with windows update.

as for xp search google for programs for animated wallpapers. if not you can make your own with .gif movie gear and make your own animated gif picture.
