I'm kinda stuck. Just got my laptop fixed from some fail repairman that lives in another city [Got ripped off, you could say]

Anyway, it had a major blue screen error, its a T61 Lenovo Thinkpad. I got it fixed by him, and now it can get to it and do everything. there's a new hard drive on it, but even on the 'Administrator' account I'm not able to install anything. Java won't install 'b/c of my net conection' -- Though its clear I'm wirelessly connected to the net. IE8 won't install any ActiveX, which makes no sense. I can't install a program of any sort because after downloading 'Internet explorer cannot find the specified file, area, etc. You do not have permission to access this area' (Something like that). If I save the setup and then try to download, I apparently lack access to my program files, too. (Though I can get to them, but I cannot edit them or do anything of the sort).
Reboot = No good, Nor is safe mode or anything of the sort.
So, to say it simple. All my newly fixed laptop can do is browse the internet on internet explorer and do offline stuff.
Its pretty lame :\
Any tips/Ideas who I should call/show it to?

I have no idea what is the problem. You probably should wait for someone more experienced to answer, but to me, it sounds like you may just need to backup important things, and do a reinstall of your OS, or someone could help you remove it if it is a virus. Johnb35 typically will help the most with viruses, but many others can to. So, just hold on until someone else answer. But those are the two most likely things you will do.

Not sure whats going on with your machine, you really didn't give us much history on it just that you were getting a bsod. Most likely you should just reinstall the operating system. Do you know what the tech actually did to fix your issue?

Hi,
ALWAYS install Access Runtime files to a completely divide directory. I have found installing runtime to a dissimilar directory has no detrimental effects on the performance of the Runtime solution. This way it is kept separate to the installation of Office, preventing any corruption and allowing use of all of the functionality provided with Access Runtime. No corruption will ensue due to the fact that there are no Access files already present in the directory.
Thanks

Thanks guys, OS restall worked. But I realized it was all for nothing, apparently... the tech gave me McAfee's virus console somehow, and apparently, its 'access protection' stopped me (or internet explorer :p) from doing anything. What a pain. Thanks for the OS reinstall idea, I totally forgot you could do that lol.

Haha no problem. Reinstalling is a good idea to do anyways every once in a while.
