Building first computer to play certain games with 0 lag

my advice would be to not purchase form newegg, they sell refurbished and used units ( personal experience ) that being said, the games you mentioned, any quad core CPU with 9GB of ram and a 9800 Nvidia card should do you justice.
anything else would be speed of your HD, brand names, OCZ ram, etc.
make sure your PSU is over 500watts

So... if this isn't too much to ask for... would you be willing to write down the specific parts that I should get with the model names? For instance, for cpu, a specific quad core model, and etc.

And also, where do you suggest I buy parts?

Hm, I never had any trouble with Newegg selling used units to me. And you don't really need 9GB of ram (why 9GB anyways...can't even run that in dual or tri-channel), 4GB is plenty. Use the money saved on a better graphics card AMD HD 6950 is only about ~$220. And don't cheap out on a powersupply, go with a quality Corsair or Seasonic model.
