    Typically, steam downloaded games will have steam DRM which checks on steam servers to authenticate your copy of the game is a valid copy. Steam offline mode allows it to waive that check to support times where your computer may be without an internet connection. There's no limit to offline mode.

    Depends on what games you play, but the 13700HX has two more performance cores and can be undervolted for more performance. It will be noticeable for games that can utilize more cores. Besides... Laptop A's not that much thicker. We're talking about 0.17".

    Laptop A has a noticeably faster processor and a higher resolution monitor with a higher refresh rate as well. If your choices are only between those two, I would go with Laptop A.

    To run at 8K, monitors typically require you to connect both DP1.4 cables to your GPU to get 8K60. Until the DP2.0 actually becomes widely available, going to 8K will require 2 simultaneous DP1.4 connections.
