Are you in safe mode with networking? If not you need to be cause networking allows internet to work. Regular safe mode doesn't allow internet. Can you download Chrome to a usb flash drive from a different computer? Sounds like you have a few issues going on here actually between chrome and edge.

Download chrome installer while in safe mode. Then boot to regular mode and run the installer.

Windows 10 should have all tbe drivers for windows 7 hardware however there may be some it can't install because of compatibility.
