You should try the other stick of 256MB and see if it will boot. Maybe your problem is that just one of the sticks is bad.

Mac OS will only run with Apple parts... there aren't any drivers for PC components. So pretty much the closest you could get to having a "Mac PC" is putting a Mac in a different case. As for running the Mac emulation on a PC... I've heard there is around a 95% performance loss by doing this.

Yeah that would be fine for internet surfing, but the upgradability issue is a different story. Since it's a pretty old model, you won't be able to upgrade to anything good in today's standards. I'm guessing you might be able to fit a gig of ram in there, but not much of a better processor.
