The only way that I know of controlling a 3 pin fan plugged into your motherboard is through software such as speedfan. If not plugged into the motherboard you can use fan controllers that will undervolt the fan to slow the fan down.

Almost sounds as if the chipset drivers are not installed. Been a while since I reinstalled Windows, but I do remember that my system was sluggish and I couldn't figure out why till I remembered I hadn't installed the drivers from the manufacturer of the motherboard.

And my computer was a custom built PC, therefore I have the retail version.(of Windows 7 Professional) Should have been noted with the motherboard type, don't think I've seen a Dell, HP, or any other complete store bought system with an Asus M2N32 Sli-deluxe motherboard in the build.

You said you had a connector for the 4 way which is one of the 6 pin connectors...and you also have an 8 pin AND another 6 pin connector for your graphics? If so, did you try swapping out the 6 pin that you're using for your graphics?
