I would have to agree this is likely an XP issue. The 7970 should be a three-monitor-capable card. While quite unfortunate, I'm not surprised it isn't working for you on XP. From Sapphire's site:

All that information means is that if you install your own video card, you can't use the integrated video card (the one built into the motherboard) at the same time. You should not have an issue with two displays by using the DVI and VGA ports.

I've always really loved Asus monitors. They're extremely high quality monitors for a decent price. If you can manage just a couple more dollars, I'd go for something like the ASUS VS228H-P 22-Inch Full-HD 5ms LED-Lit LCD Monitor It's hard to go wrong with $130 for a 22" Asus monitor.

Sounds like there may be an issue beyond your hardware. The specs you have listed should be fine for running your OS. Have you tried defragmenting your hard disk?
