    GPU fan

    $185 for a 1050 is pretty expensive. Now is not a good time to buy a new GPU to be honest. You'll probably find much better prices with slightly older, lightly used GPUs. Check out eBay.

    Does the PC have any other PCI-E slots that you could use? Also, does the card display NOTHING AT ALL (not even the splash-screen) or does it just not work in windows? If the card displays nothing at all then the card is most-likely dead unfortunately.

    Which laptop is better?

    I would personally go for the Dell, as Dell Inspirons are generally more reliable than Acer laptops. Plus, the Dell is more powerful overall.

    PC cannot start

    If you spam the F8 key AFTER the samsung logo is gone from the screen on startup, you should be able to start windows from the "last known good configuration"... if you have Windows 7. I don't know if this'll work on newer editions.

    The high disk usage could explain the slowness. Either the hard drive is failing or there are a ton of background programs slowing everything down. You could try using Ccleaner if you haven't already, as it can clear the registry as well as junk files.
