to start, the cpu is going to determine your speed, then ram. if youre using windows it should definitely be an older version. although, youd really be better off yardsaleing someone elses dinosaur, or getting a cheap dell, hp, gateway etc

from what others have said, its the amd coolnquiet thing downclocking when the cpu isnt stressed

keeping similar prices... get a core2duo processor. the e4300 i think is $117. instead of a 19xx video card, get something directx10, that is if you plan on playing upcoming games. a 8600gts fits your price range ($165), and always buy a power supply separate from the case

looking for a good fan controller with at least 4 inputs that fits in a 5.25 bay. nothing more than $20~ american would be good :P
