1.4mb OS??

I guess some of the much older OS's would be very small. But that would probably have drivers for ancient hardware. I think the origanal macintosh OS was 20k (i may be wrong).
 
What Jonyboy said, there are OS's in the past that are that size, but nothing in the present.
 
A few years back a friend of mine found a 32 bit with a GUI OS that fit on a floppy disk. I'm not sure what it was called or where to find it.

Since no one uses Floopy disks anymore, I would recommend you download it and burn the ISO as an image to a CD-R (using PowerISO, for example).
 
It's an image file, you need to load the image to either a CD, DVD, or Floppy, depending on where the image came from.
