1 Hz Refresh Rate?

I just got a new setup and I am trying to get everything working. Here it is.
Motherboard: MSI K9N Neo-F
Video Card: MSI 256MB 128bit nVidia 6600
RAM: OCZ Gold 2x512mb
CPU: Athlon64 3500+ Orleans
PSU: Xclio 450BL
Same old hhd.

Everytime I drag a window, or scroll down text, it takes a full second to draw the window or screen. Any suggestions? I have installed MSI's auto update, and I thought I installed the latest and greatest drivers.

I dont think you installed your graphics card drivers cause thats what usually happens when you dont. So i would do that and see if that makes a difference.

yeah when i rolled backed my drivers for video it did that

and it was gone when the onbaord vid card drivers were installed
 
niiiice. that slow fps in windows is the windows stock video driver. thats why there's a video driver for video cards and the like.
