100 mhz memory may degrade system performance

Yay, the old pc is working finally. Although some tips on a few remaing things would be great thanks!

I get this message though, I don't know what it means, the memory isn't as old as the motherboard so I was surprised by this, perhaps my memory isn't running at its full potential, do i need to configure somehing within the bios?
Im using 2 dimms of sd ram, 1 of which is 128 mb and the other 36.

I have the option of using two graphics cards now, could anyone tell me which is better and if theres much in it.

1.An agp slot geforce2 mx 400 (although the mobo is an ancient micro atx and so I don't know if it is being used to its full potential)

2.A PCI slot Sapphire radeon 7000 edition

And finally, which processor is better, an old celeron 700 mhz or an old pentium 3 700 mhz.

Thanks!

Oh, the title is what appears when the PC is booting up, I thought it wasn't reading the memory properly or something.

I can't seem to use the pentium though, I cant remove it from the damn slotket (It's been in there for like 7 years) my fingers are bleeding lol.
