$180 22in CTR GAMING MONITOR HELP

so i found this guy for $180 and its pretty big and looks nice
what i need to know:
-What determines how good a monitor will be for games?
-What determines how good a monitor will be for graphics?
-Is this monitor good? really good? crap? (take price into consideration)
-Tiger Direct good company for this?
-ANY OTHER INFO/INPUT MUCH APPRECIATED

1. The monitor is used
2. The dot pitch of 0.27 = monitor isnt as crisp as it should/could be
 
whats so bad about a used monitor? they clean it up and all that jazz, also it says off-lease, not used... w/e that means
so what would bea good dot-pitch?
and can someone please answer my first questions
the way i see it, it sells for 400 bucks normally, and in this places it comes out to 240 total (including shipping)

says off-lease, not used... w/e that means
Leasing is renting, when they say off lease they mean it was used for a couple years then probably traded in for a new monitor. So it is a used monitor (it will more than likely still be in good condition)
