1st time builder about to crack...

okay here goes... i had a dell dimension 8400. the parts i used from that are the hd, the cd and dvd burners, and the processor. I bought a new case (nzxt lexa), a new mobo
( asus p5ad2 premium), a new psu (500w antec smart power) , a new graphics card (ati radeon x850xt) and a new heatsink (asus vr guard). I have installed everything to the correct specifications in my opinion but theres a big problem. the mobo light is on when i turn the psu on, but when i try to power up, the fan leds flicker for a split second and there is a quick, sort of piercing buzz noise for the same quick second. i thought maybe the plate the goes on the back of the mobo for the heatsink might be touching the case causing some sort of short, so i removed everything and put a piece of cardboard behind the mobo and still the same. please help as i used my old pc parts to build my new one and now have to come to a internet cafe just to make this post. i will check it periodicly so please, please help...
 
That happened to my friend before, and it was a bad PSU. It also happened to me but it was a bad motherboard, so my guess is that a piece of hardware is dead or damaged.
 
try clearing your cmos
make sure your vid card and ram are seated correctly
also make sure the ram is the correct type and speed
check for mainboard jumpers, could be the jumper to clear the cmos is on " clear" , check all jumpers, if any.
remove the hd cable, the floppy cable , in otherwords , everything not needed to POST, post first then connect up. so just the cpu, heatsink fan, ram vid, if you have onboard use that and remove vid card.
check your jumpers again that your pwr switch, hdd led ... etc go to. you might remove all but the power switch. just take it dwn to bare minimum
remove the cardbaord

also check to make sure teh cpu is in the right way.
 
And make sure you didn't fry any components with static electricity. The question is how do you do that?
 
okay guys for the quick responses, i really appreciate it. I located problem. it was a saftey mechanism in the power supply. it has a modular design. since one of the plugs i had in i had not actually had to use, i just tucked it in back. the power supply sensed that it was not connected and shut off immediatly when i tried to start.
but now i have a blue screen of death problem which says:
a problem has been detected and windows has been shut down to prevent damage to your computer. if this is the first time you've seen theis stop error screen, restart your computer. if this screen appears again, follow these steps: check for viruses on your computer. remove any installed hard drives or hard drive controllers. check your hard drive to make sure it is properly configured and terminated. run CHKDSK /F to check for hard drive corruption, and then restart your computer.

thanks viking. isolated the problem and fixed it. i got windows to boot to the password login screen, but now my usb ports seem to have gone dead... i was just using the keyboard for bios settings and now i cant get power to it or my mouse... any ideas?
