May I suggest this instead of that rosewill?

The case is much better and the psu is better for the price and quality.

Everything else looks pretty good for the budget, although that graphics card is utter junk, no offense you may have have slight issues and don't expect much if any eye candy, even if you could spend 100.00 on a card I would recommend it.

Thanks for all the help so far guys.

I dont plan on any heavy gaming. The only games i might play are RCT 3 and C&C the 1st decade.

For the amount of performance increase to cost of hardware it is a huge step up, for an extra 40 dollars we are talking about a significant difference without having to buy a 300.00 GPU. It is worth considering. It will be worth it when you find out you don't have to place all the graphics options on low and still have lag, like you may encounter with that 7300le. I had an x300 for awhile in an old computer and I upgraded to an x1300 and the increase was phenomenal.

Anyways.

As far as Celerons go I would go with a P4, unless this is an absolute bare minimum basic rig. They are quick but lack all the essentials for a multi-tasking cpu, such as hyper threading and decent cache sizes.
