im looking to buy a 3.5 external encloser case does anyone know if there are any on the market that not only have a cooling fan but also power up and shut off with your pc?..thanks alot

No, I don't know of any like that. Some run independently between the power and USB. IE, my dad's will be seen by the computer if it's not plugged in, but nothing more will happen because the drive isn't spinning.
Now, if you wanted to try, it probably wouldn't be too hard to rig the power connection to work off a standard molex plug. I'm quite sure most of these are just 5v, 12v, and ground(just as a molex connection) YOu just need to read up on the pinout and do a a few mods.
