400$ budgets

Do you need an operating system, monitor, keyboard, and mouse to be included in the $400 budget?

Total $401 us. Kinda blew the budget a tad :p I don't live in the us so don't know other sites. Hope this gives u an initial idea. Should play modern games on mid to high settings at 1080p and maybe ultra at lower resolutions.
 
Little more overpriced at $427 after rebates, but Black Friday should treat you well.

The motherboard is the best budget one that still comes with all the goodies (DDR3 memory, sata, i7 support, CFX capability, good onboard sound, and m.2)

It's nothing special but definitely a start!
