$500, Build or Buy?

I have a firm $500 budget and I'm looking for the best bang for my buck. I will NOT be gaming, however I will be doing some soft video editing and running some heavy programs (ArcGIS).

I was handed a stack of high end components recently, but for the most part, everything is outdated (2008). That said, I have a nice PSU and workable GPU which ought to save $150 on a build.

PSU: SeaSonic X Series X650 Gold
GPU: GeForce 9500 GT 1GB 128-Bit DDR2 PCI Express 2.0 x16

However, Amazon has some nice looking deals and it looks like factory computers are starting to come less "junked up" from factory.
Linked is a Dell with an Intel i5-4460, 8GB DDR3 1600, 1TB 7200 RPM HDD, and Windows 7 64bit. The GPU is integrated but I could possibly toss in the 9500GT that I have. The specs seem nice however is there a difference between the components that Dell/HP specs versus what I can do with a custom build (given the same spec numbers)?

Can I build a comparable computer for a similar price? OS and all?

^ Yeah.. They ready have packed quite a bit into that prebuilt for that price.. Really it's your preference. But you could still have expansion potential with a custom mobo/case.
