its going to be used for pics and graphic art. not gaming or movies or anything like that. i plan to run it on windows 98
 
Check out the S754 route, shouldn't be any more expensive.

You want 512Mb memory and Windows XP, and that 15" (13.8 viewable) monitor won't be so great for your pics & art work.
 
1. Whoa chill. We'll get to your problems. No need to bump in less than one day (also go easy on the ALLCAPS) :)
2. S754 route refers to Athlon64 processors that use the Socket754 interface.
3. WindowsXP should run ok on it (and its a better choice than 98, possibly better 2000)
 
I would do something like this with $500 if you dont plan on gaming. if you do plan on gaming a better video card would be needed.

Did you read PSU 101 like Praetor said? That PSU is probably not going to do you any good with 15 Amps on the +12V rail...I suggest reading PSU 101 before you make any more decisions...:)
