A CPU heat Monitoring program

my processor fan is going a 661 rpm is this to slow?

mainboard = 36C
Power/Aux = 38.5C
Hard Disk = 40C
Chassis Fan = 3183 RPM

why is my CPU fan going so slow compare to that!? i got 2 chassis fans
