A shut down and restart problem

I have a hp pavilion with windows xp home ver.2002 sp3. Amd Athlon 64 processor 3200+ 1.79 GHz 384 mb ram. I don't know much more about it. Well it only freezes up when you go to shutdown or restart. All goes well untill it gets to the blue screen, the computer stops running but the blue screen just stays there. I have'nt downloaded anything new or deleted anything. I don't believe i changed any settings. I did go and change it so it does'nt go to sleep. This is after the problem. Otherwise it runs fine. Its just on shutdown and restart deals. I did read through alot of other topics like this but did'nt find one to be helpful with my case. Any help will be appreciated. Thanks

With the amount of issues you've posted on these forums, I would suggest
reinstalling your Operating System.

Your HP should have a Recovery utility built into a partition on your hard drive.
When you boot your pc, you should see a screen that says:
"Press F10 For Recovery"

Keep in mind you should back up all your documents first, such as your
pictures, Word documents, Music, etc.
