Acer 1350 processor speed error thingy

I've got an acer aspire 1350 which was running really slow, so i completely wiped the hdd and re-installed a fresh copy of windows.

But now when i go into system properties it only states that i have 318mhz processor... when the processor is a AMD ATHLON 2600+!!! Which to my knowledge is around the 1.8 - 2.0 Ghz mark???

All drivers are installed, bios updated and chipset updated but it still states it as that and isn't running to its full potential....

Anyone hazard a guess?
 
Yes it is running slow. I have put numerous cpu programs and they all state the correct speeds except windows. And it isnt running to its full potential as i checked it against my friends who has the same specifications and his is much faster..
