Acer Aspire 5004WLMi Video Card upgrade and RAM?

I have a Acer Aspire 5004WLMi Laptop Hence "laptop"

My question is can I upgrade my graphics card and change the ram to DDR2 or just add more ram?

You can't upgrade any videocard's RAM anymore. That wouldn't help you're performance anyway, assuming that is the problem.
