Acer privacy center prompt, license mgr problem

Uh, so I was surfing the net on my laptop and downloaded something and it messed up my computer. When it restarted, I got some Privacy center box that pops up. It says my licenses are out of date. I can not access my start menu. All the files and programs that were on my desktop are not there any longer. Asking me to pay 59.95 for a one year license.

Any ideas? Please.......

Restart the computer. when you see the O/S selection menu hit F8, and select safe mode with networking.

From there you will need to get online, download malwarebytes and hijack this. install and run them both, and post the logs they will create back here.
