Here is the problem,

when I turn it on, nothing shows on the screen, its on, but I don't hear it working..
And on the front of the PC, there should be a neon light glowing, but it isn't.

Any ideas whats up?

What operating system do you have, and what are the basic specifications like processor an ram?

Well, I took the hard drive out, and placed it into my Dell Optiplex 330 and installed Vista on it. And no, XP pro didn't work on it before anyway.

The specs:
Pentium 4 3ghz
770mb ram I think.
Integrated radeon 200 express 256mb of ram.
