I don't know about creating a "report" for this, but you can enable auditing of user login/logoff activity using group policy. Events will then be viewable as a log in event viewer.
If i remember correctly you can audit both failed/successful attempts. You can also, using GPOs, log the logon/logoff activity on the domain computers themselves too
Hyena from System Tools Software, is a great tool that every AD admin needs. You can run reports for user account, logons, just a ton of stuff. look them up, it's very worth it!
