Adjusting Icon size, Vista64

Highlight your desktop icons, hold down your Ctrl key and scroll your wheel mouse is the easiest way to change desktop icon sizes.
 
What you mean scale down? To make the icons smaller in explorer? that is simple: find the "View" button on the toolbar, press the little down arrow and adjust with the left handle.
