Adobe Application Manager installing problem

So i downloaded the application manager from adobes website. It installs the folder and some things inside it but it doesent show app on my apps. I've run the adobe cleaner tool and reinstalled this many many times but it just doesent do anything. It installs folder named "Adobe Application Manager 10.0" with these files in ithttps://i.gyazo.com/0f9693b9d0d12e55f41f87dccbd1cf4f.png .

Well, I have windows 10 and downloaded it from this page.

After downloading it, it automatically extracted it to my desktop and then installed the application. I had adobe application manager in my start menu only temporarily. Now I have a desktop icon labeled Creative Cloud. So it installs and works for me. What OS do you have?

I have windows 8.1 and i read from the internet that it should work like that but i dont have any idea why it doesn't work on me
