Adobe Photoshop Elements 3

I am new to photoshop - and understand i dont really have the greatest version of the software. In tutorials when it says:
Now go to Filter > Extract.
To get something like this

What options in elements 3 can i use for this, if it is available..

Do you mean the demo, or did you just download a four hundred or so program illeagally?
