I find it somewhat spooky that after say, looking at boots at Cabela's, I start seeing ads for Cabela's boots popping up everywhere. I know they're reading my computer but can I do anything about this? I'm running Vista and Avast.

Probably got some adware stuck in there. I'd download MalwareBytes and do a full system scan. Remove anything it finds, then post the log here.

Yes, in the banners or side bars.

Its normal. Anywhere ya go.
Disable cookies ya won't like that either.
Just watch where ya go. Make sure its legit.
Turning off cookies, script controls will be another problem.
