I have come down to the following to specs after a few weeks of research...
Which spec would you recommmend and why?

It's really tough to say. I would definatley go with go with build one, but it doesn't have that good of graphics, so that's making me look towards build two. Defiantley go with build one, but with better graphics is your budget allows. But, if you can't spend any more, go with two.
 
Definately build one with a better video card, build 2 seems nice but there's no point in having two 7600GS cards in SLI. Instead get one better card.
